Cycling: US Postal handed an exdtension to finish paperwork to register for 2004

i'll probably be accused of anti-american for posting this

but this to me is big. I personally find this peculiar as let's face, the US postal would come across as one of the best planned out teams out there. Thye plan everything to a tee so this is very weird that they haven't foiled all neccessary documents yet

update:

US postal have fully handed in all data required to compete as a divison 1 team next season. 2 of the 5 teams have failed to do so, Domina Vacanze (of the "lion king" mario cippolini) and Kelme (who would be clebrating 25 years as a sponsor in cycling if they now remain on in the sport but htat's doubtful).

both kelme and domina vacanze are relegated to divison 2 status and this means they ar enot able to be held for consideration for a place in the tour de france.
