BALTIMORE -- Police have charged a man they took in for questioning for shooting a police officer Saturday night, authorities said.

Baltimore City police said Neil Edward Glover (pictured), 18, was arrested early Monday morning for shooting Officer Christopher Houser. Houser, who was shot in the shoulder, had two major operations and was in critical but stable condition.

"He's been through a lot but the prognosis is pretty good, I mean, it appears he's going to live," police commissioner Edward Norris said. "He's going to be in a lot of pain, though, right now."

Houser, 29, was part of an undercover drug unit and was trying to arrest a suspect around 11:40 p.m. Saturday when he was shot about 70 yards away from across a street in northwest Baltimore.

Houser, a four-year veteran of the department, was trying to arrest Elliot Twan Reed, 18, who fled in handcuffs after Houser was shot.

The bullet went through Houser's shoulder and out his back after damaging a major blood vessel in his right arm. Norris said doctors worried Houser could lose the arm, but surgery went well.

Glover, who is Reed's cousin, lives in the same house as Reed, Norris said.

Police said that Johnson had previously been arrested four times and was found guilty of two public indecency charges.

"I think that a person not wearing any clothes would be more noticeable," Lt. Mary Kerins said. "In the middle of the night, it's very dark out here. That's all I can tell you, he had no clothes."

Gilbert, 30, is a nearly four-year veteran of the police force, NewsChannel 4 reported.
In every officer-involved shooting, an investigation follows and that will be the case in this instance, NewsChannel 4 reported.

"If they saw (Johnson) with a knife, you don't know if he's going to go after an officer or the victim," Mercurio said. "Officers have a way to defend themselves. This victim did not. They felt they had to protect her. They made the decision they made."

Mercurio said that Gilbert will have to work the emotional consequences of taking a life, going to mandated counseling and a standard investigation by the critical incident response team.

"People think that every cop is like Clint Eastwood and it's not," Mercurio said. "Officers are human beings, first, behind that badge."

Did I say that? No I didn't. A lot of people have tough dangerouis jobs in the world, it does not mean they don't have to abide by the laws. I know you wish for a total fascist police state so just admit it and quit playing games..

DING DING, we have a winner.

Cops don't have it easy. They do a great service to us and they put their lives on the line. But the fact that they run risks does NOT give them authority to break laws. Period.

actually it does.. I see them speeding all the time

mostly in pursuit, but usually on the way to Krispy Kreme


(hey, I can use the donut/cop joke.. my dad always brought home Daylight Donuts when he worked nights as a cop )
