It is a convention that the first real famous animator of Japan used.

On an NPR interview I heard a couple of experts say that it has to do with making the character appealing because all the little children/babies have larges eyes in proportion to their faces.

I don't know if they were right, but you DO see a commonality amongst cartoons of varied origin where the characters have large round eyes.

My observation may or may not pertain to the cartoon or whatever you are talking about(which I have never seen), but whether you disagree or not, it becomes obvious when you watch many japanese features, that the Japanese are obsessed with the European aesthetic.
