And therein lies the problem, because reforms won't follow any recovery. The states will simply take the money, recover, then refuse reforms. As you like to say re the US government, at some point they have to be forced to reform, and pain WILL follow.

I agree. The necessity of applying those reforms when they are affordable is non-intuitive. Unfortunately, we have no option because applying them when they remain unaffordable will kill the economy altogether.

Since we see that we cannot reform our spending until we recover from the effects of past spending, there is only one course of action that is feasible. We must gently raise our revenue through taxation while we gently target spending cuts. The healthier we get the more aggressive we can become. The goal is to finally match revenue with spending, income with outgo.

I believe there is a very simple way to maintain this status if we ever manage to reach it. The first order of business is to reach it, and that can't be done if we further depress the economy with reduced spending when we need additional spending most.
