The Talmud says absolutely nothing about Black people or people of any color. The conservative interpretation of it suggests that it is bigoted against non-Jews in general, however, I don't see anything that talks suggests that Jewish people of ANY color could possibly be inferior. Even Meir Kahane (hardly a Jewish liberal) said very clearly that Judaism doesn't allow any blood monopoly, that African Jews are every bit as much his brothers as any Jews from Europe and that a discrimination based on race is a sin anyways.

Either way, God gave us the Torah, not the Talmud, which was written by Jewish people, and individual Jews are not always the best source when it comes to Judaism...Snouter is a great example!

It's been a while (ie, 50+ years ago) since Yeshiva, so I don't recall the exact citation, but there is a well-known passage in one of the tractates which explains that Ham was cursed with black skin and stereotypical ethnic features for defying Noah.

The rabbi explained that this was meant to denigrate black ethnicity by the Talmudic authors, although he didn't believe blacks are really cursed.
