They have to. They're required by law to produce a completely different formulation of gasoline. Demand goes up and supply dries up until they get capacity back on line. Of course, this could be eased somewhat by building more refineries, but somebody keeps getting in the way of that happening.

Not quite that far, just New Mexico. That's where we were the last time prices were this high, back at the end of that Bush administration. The best deal we got on that trip was in Hatch, a $120 king suite for $38. The innkeeper was just trying to keep the lights on and nobody (except folks like us) were traveling, so he was more than willing to deal on the price of the room.
The higher the price of gas, the better the deals at the end of the day.
paid $3.98 last week but saw it as high as $4.19 as you get closer to NYC.
