We have a problem. There is a serial offender. His name is Richard J. (Dick) Colon. He lives in Baltimore, Maryland. Follow the link above this paragraph to see the latest complaints against him. Of the first charges of assault and battery and child abuse, we know for a fact. The publication of the first set of true charges brought the second set of allegations of repeated, violent, sexual assault and rape of an 11-year-old girl. The alleged victim claims the location of Albuquerque, New Mexico, but that seems to be the limit for establishing contact with her. Does anybody know of any way to contact that person to find out who she is so we can influence her to come forward to press charges against this felon Colon?

Colon has a history of offenses going back to his teenage years. I believe if we could get this woman to come forward and testify against Colon, and the charges were made well known, more of Colon's victims of sexual assault would be willing to talk.

Richard J. Colon is a wealthy person who believes himself to be above the law. He is connected with the construction industry in Baltimore. He might have connections with organized crime groups. Do not try to go after this miscreant yourself.

I repeat. The charges of assault and battery and child abuse are facts we know as witnesses. The allegations of raping an 11-year-old girl, and forcing her to have an abortion at 12 are what I need to find out about. Any suggestions?

By the way, I am not the only one wanting this bastard looked into. One who has known him for years told me not to trust him at all. Usually, people who get caught or prosecuted for those kinds of crimes have committed other such offenses. Sometimes they don't get caught. Sometimes their victims just do not pursue charges or they are scared to.

2. She is a minor and she CANNOT file charges herself. He parents will need to do so.
