When they are out pissing on someone elses stuff stinking their yard up ... stealing gloves .. etc .. they're running wild. either way, it's illegal here, if the cat were here it would be trapped and taken away to be killed if not picked up in a period of time. Some states have the prohibition of killing cats, (MI is not one of them), but I still don't think that there is any law on the books that prohibits the eating of kitties.
