Well, it was the U.S. Army levee now wasn't it? Doesn't get any more federal than that.

It was built by Army engineers not maintained by them, furthermore it the levees that broke were Louisiana's responsibilty the ones maintained on Federal land never broke according the coverage I read. My information on which levees broke may be wrong but Acts of God cannot be helped and the local government is the first line of defense.

Just so you know, the Smoky Forest National Park trails were designed, like the levees, by the U.S. Army Corp of Engineers during the Great Depression. It has since been handed over to the Parks Dept. So FYI the U.S. Army Corp of Engineers is not a fancy maintenance team.

P.S. I didn't mean the levees were designed during the Depression as well, just that they were also designed by the same group
