I think it's still your old journal.
As for seeing people's warning levels - that's because in your journals, you have mod powers...which people were abusing, so that's why they are setting up the new format. They don't want teh regular joes to be able to ban or warn, for obvious reasons. :hmm:

BTW - you can see anyone's warning meter by looking in their profile.
