Hes some gay activist... I think. Basically the Harvey Milk HS is a school for gay kids only separating them from the rest of the student body. They get preferential treatment over the other schools in NYC... They get newer equipment, newer books and so forth.

In 1979, some headcase with issues and some hardware, made his way into San Francisco City Hall and blew away both MILK and MAYOR GEORGE MOSCONE.

This event led to DIANNE FEINSTEIN inheriting the mantle of Mayor of San Francisco.

I recommend the documentary "The Times of Harvey Milk" for anyone that's interested, it's very well done.
