but its a prettyimple task
You make the Flag one layer, outline the buildings and make a copy of them. Then Paste the copy of the buildings directly over the flag.

Well I use Paintshop Pro... but yeah... the magic lasso thing... you should be able to point and click, and just outline it, and then copy. Place the flag there, and then Paste the buildings on top.

I did not make it .... but like Aesir was saying you can do it with the laso tool and order the layers in photoshop
