Formed from the basic controversy surrounding all political thought, the will of the people against the wisdom of the leaders, we may find the compromise that is liberal democracy.

We find this system of liberal or "representative" democracy in Britain, France, Germany, indeed all across the world.

And yet it is unfashionable among the people to think that the government can sometimes make a decision which is wiser than that which the people would make. And the government is seemingly sceptical that the people ever know what is best for them.

When, if ever, should the government impose its policy on the people?
